Russian fleet attempted to break out of Port Arthur Harbor but the breakout failed. Several vessels were sunk and others captured as Admiral Togo's forces dispersed the fleet.
Reports from Tandon dated August 12 describe Japanese forces attacking Port Arthur after Russian ships reportedly emerged. Japanese sources claim Russian battleships and destroyers engaged near Yeuto and Kalchow, with several vessels taking refuge. Communications note possible captures of torpedo boats and a battleship Czareviteh arriving at Kalchow with damaged ships.

Hantwick Aug 12 The town committee decided not to call a caucus to nominate a town representative. Several electors will file nomination papers with the town clerk by Monday August 22, each bearing the signatures of six voters. At least five papers are expected to be filed.
