Reports say President Wilson is not present at the peace negotiations while allied delegates spar over Italy. Italy demands Fiume and Premier Orlando cites the 1915 London Treaty, pushing deliberations to an acute, alarm-filled phase among the Allies.
Paris reports grave doubts that the perfected peace treaty can be completed for presentation to German delegates by Friday. Paris reports a Havas bulletin saying the peace delegation led by Dr. Haniel Von Tunis and others would only receive the text of terms and not sign the treaty. Julia Bickford Downs wife of Adnu B Downs died at her home in Williamstown after a long illness heart trouble unfinished business. She was born Albany Sept 30 1856 daughter of Mr and Mrs Samuel Bickford. Survived by husband two sons B A Downs and M A Downs sister Mrs Jr E Tripp two brothers Oliver and John Bickford a sister Mrs Albert Demixon and Mrs Mary Smith. Funeral arrangements not yet completed.

Derby Connecticut Middletown and Fryeburg Maine also oversubscribed quickly. Major subscriptions include Anton Join Baptiste DAmericque Pawtucket 10000 and banks and insurance firms subscribing millions each.

A quarrel on a hill train between Graniteville quarry workers ended with the arrest of Cassi Seletti after he allegedly stabbed Omelio Vilo in the abdomen with a knife. Vilo was not involved in the dispute. the victim’s origins and circumstances remain unclear. Deputy Sheriff Dennis Donnhwey apprehended Seletti, who posted no bail and awaits a hearing likely tomorrow morning. Attorney Joseph Prattini will represent him.
Boston April 21 The operators at New England Telephone and Providence Telephone Co ratified a settlement restoring service with wage increases and collective bargaining rights. Boston area exchanges returned to full duty while others resumed after temporary limits. The agreement sets $10 weekly raise after seven years and a $10 minimum wage, retroactive to January 1, with a target overall restoration of long distance and local lines.
