The War Department is urged to accept Col. Roosevelt to command a 23 000 man division with infantry cavalry artillery engineers machine gun detachments and an aerial corps ready within four months. A reserve force of 100 000 is available. Requisitions for equipment are ready to be submitted within two hours of organization. Most volunteers have prior training.

Spy Bill Moves In Senate After Tax Measure Passage
The Senate Judiciary Committee finished consideration of the administration espionage bill and likely will take it up after passage of a $7,000,000 revenue measure. Changes limit press censorship but preserve postmaster mail controls and wartime embargo provisions. A Rivers and Harbors bill funding about $33,000,000 will be introduced in the current session. President McAdoo revises war revenue estimates on liquor taxes to about $125,000,000 if liquor tax rises to $2.50 per barrel. A Senate resolution seeks allied commitment to joint peace terms with Germany only through united action.
