The lettered piece argues the Chicago to Madison line via Portage benefits from tight capital and broad reach, claiming Portage as a key junction to Chicago and La Crosse. It criticizes rival routes and urges state action to curb frauds and protect the public from bogus currency and improper finance, while urging rail progress.
