Indian defense ministry charges Pakistani troops violated the cease-fire in two places near Jammu Kashmir, crossing into Indian territory and digging trenches. U.N. observers to investigate after Pakistani rangers attacked a police post. tensions rise as leaders warn of wider conflict while Chinese reports claim border clashes.
A five-alarm fire at the Old Dutch Foods seven story building near downtown Minneapolis caused an estimated 750000 in damage. Firefighters searched the collapsed interior of a four floor addition for Charles Birkeli, missing and presumed dead, after a roof fell during rescue attempts.
The Soviet Union condemned U S aggression in Viet Nam and urged U S forces to withdraw as a path to peace. Andrei Gromyko at the United Nations outlined new proposals including a draft treaty banning spread of nuclear weapons. U S Ambassador Goldberg called Gromyko’s remarks a restatement of old positions and said Washington would study the Soviet draft.
President Johnson unveiled a six point plan to reorganize federal civil rights work. The changes expand attorney general and labor secretary roles and transfer the Community Relations Service to Justice. Two prior panels are dissolved and duties absorbed by cabinet officials and the EEOC chair. A future plan seeks private voluntary nondiscrimination pledges.

New York AP reports entertainer Sammy Davis must cease all show business for two weeks after a physician's order. Producer Hillard Elkins of Broadway musical Golden Boy says Davis is in a state of extreme exhaustion and will rest.
Forecasters in Miami monitor a Gulf of Honduras depression about 60 miles south-southwest of Miami and a Bermuda low near Bermuda moving north with no intensification. Carol remains stationary about 2,000 miles east of the U S mainland and poses no land threat.
Negotiators fail to break the nine day old strike between the New York Times and the AFL CIO American Newspaper Guild. Mayor Wagner joined talks but the dispute remains unresolved as mailers demand their own contract before returning to work. 2,200 guild members have been off the job since September 16, with six other New York dailies temporarily closing in support.
In Northfield Minnesota a festive gathering honors Governor Rolvaag known as Fritz. He faces questions on income tax reapportionment and one man one vote but defends Minnesota’s tax stance and party options. Students honor him with a letterman’s blazer as he tours local sites and speaks at St Olaf College.
President Johnson chose Dr. William H. Stewart 44 to be US surgeon general. Stewart has served with the Public Health Service since 1951 and will succeed Dr. Luther L. Terry who resigned to join the University of Pennsylvania. Born in Minneapolis May 19 1921 he studied at the University of Minnesota and earned an MD from Louisiana State University.
Washington AP The Senate expected to approve a bill authorizing Johnson to spend 1.785 billion dollars to fight poverty across several fronts. Republicans planned to fault dropping a provision restricting politicians in anti poverty programs. The measure extends programs for a second year and shifts veto power from governors to the OEO head Sargent Shriver.
