The weather bureau in Norfolk said the danger to Virginia from Hurricane Esther has diminished as the storm shifts north. By 9 a.m. EST the center was about 40 miles northeast of Cape Hatteras with winds near 130 mph and expected to pass east of the Virginia capes. Gale warnings were likely to replace hurricane warnings along the northeastern seaboard.
