Officials say seeping gas caused a fiery explosion at a National Guard armory killing seven and injuring dozens. Survivors described the blast as like a bomb. The Swing Boy Club square dance in Keokuk drew 60 to 70 attendees.
The Minnesota Highway Department issues a five year blueprint for interstate and trunk highway projects totaling 6337 million, with completion tied to federal aid. Commissioner Jamieson urges Congress to bolster the highway trust fund as late federal allotments threaten timely contracts.
Colder and windy conditions with a few snow flurries tonight. Lows ranging 14 to 22 degrees. Partial clearing and colder Saturday with highs 18 to 25. Sunday expected to be cold with no precipitation.
Minnesota Supreme Court rules governor can issue a qualified veto on apportionment and district size as a logical extension of veto power. Justices reject the “numbers” argument and call equally populated districts and house size inseparable. Court notes apportionment will recur and remains subject to constitutional change.
President Johnson turns attention from a planned meeting with West German Chancellor Ludwig Erhard to domestic programs. He will draft the budget and shape the State of the Union while holiday plans at the LBJ Ranch are reported, with Cabinet briefings likely this week.

Three young men robbed Marathon State Bank in Marathon Wisconsin taking nearly $13 000. They herded five employees and four customers into the vault then escaped in a late model two tone car. The suspects wore hunting coats blending with deer hunters in northern Wisconsin.
Rep Roy Dunn of Pelican Rapids, chair of the House Tax Committee, said he will introduce a bill for a statewide sales tax referendum if the legislature meets in a special session to consider reapportionment. He indicated the proposal would be pursued during that session.
Rep. Liord Duxbury of Caledonia says he must live with the court decision upholding Gov. Rolvaag’s veto of the 1965 reapportionment act. Liberal and Conservative leaders respond, urging a possible special session to craft an acceptable bill.
Gang Hickie 25 of Milwaukee died Wednesday night in a two car head on collision east of Sparta Wisconsin while en route to attend the wedding of his sister in law Frances Michie 1104 South Ave NW. Benjamin Jones 46 of Rural Rockland also died in the crash. Frances and Bonne, daughters of Mrs. Michie, were to attend the wedding. Funeral services for Michie will be Monday in Des Moines.
Congo reports speculate Moise Tshombe could be recalled now that Joseph Kasavubu has been ousted in a bloodless coup. Lt. Gen. Mobutu, declaring himself president for five years, said the army must protect the people from anarchy while Western-leaning Kasavubu seems to have shifted away from Western policy. Kasavubu had fired Tshombe as premier on October 12, with Tshombe and parliamentary supporters defeating Kimba.
Minnesota Supreme Court rules 4 to 3 that governor Karl Rolvaag may veto reapportionment legislation, reopening talk of a special session to redraw districts under the one man one vote standard. Court links veto to governor power in the legislative process and two thirds approval requirement.
