On the eve of a likely Polish revolt the Russian capital cities face unrest as rumors of attacks by the black hundred spread among the lower classes. Police crackdowns intensify to prevent disorder while officials mourn the absence of General Trepoff's firm leadership.
St. Petersburg reports Count Witte’s ministry as only a temporary regime. Four ministers are former budget officials and no constitutional leaders join the cabinet. Constitutional Democrats boast of victory, predicting a new cabinet once the national assembly convenes. Witte faces opposition from reactionaries on the right and socialists seeking a republic on the left.
London reports that the Russian steamer Ismailia carrying refugees from Odessa mutinied at sea. Sailors robbed passengers and threw some overboard if they could not pay money or jewelry. Additional dispatches mention anti Jewish threats in Moscow and St Petersburg, Polish leaders seeking autonomy, peasant disorders in Radom, and Russian schools closed indefinitely by order of the education minister.

Harold Prescott, a New York painter, confessed to stealing gems valued at about $100,000 from affluent homes over two years. He earned roughly $5,000 from pawning the jewels and told police how he gained access by posing as a painter. Authorities recovered $20,000 worth of gems from the named pawnshops and he received a five year term at Sing Sing.
Charles E. Bollin cashier at the Northern Pacific office in Billings Montana was arrested on a grand larceny charge for stealing two express packages valued at $50 each. His total shortage is expected to reach about $3400. He was noted as educated and well dressed and a member of the local Episcopal church choir. His family resides in Valley City North Dakota.
Agnes Pfifer, sixteen, an orphan, was seized by two men during recess at Ryder schoolhouse in Wanzeka town. They forced her into a closed carriage and fled. The teacher witnessed but delayed reporting until dismissal. Believed held for ransom due to her inheritance. No clues to location.
Abraham Schiffer, owner of the Bank of Alamosa which recently suspended, was arraigned in Alamosa Colorado. He waived preliminary examination and was held on bonds totaling 70000 dollars, 10000 for each of seven counts of receiving deposits knowing the bank insolvent. Schiffer expects eastern friends to provide the bond and remains in sheriff custody.
Duluth November 11. A. J. Wolford of Dixon Illinois surrendered to Sheriff W. J. Bates claiming Robert Haney forced him at revolver point to help steal $1230 worth of clover seed from a farmer six miles from Sterling Alabama on October 1. Wolford will return to Dixon without requisition.
James Strake of Homestead public school was promoted in class and attacked by classmates in Pittsburg on November 11. He suffered three broken ribs and internal injuries and died from the wounds.
New York appellate division of the supreme court today dismissed John R. Platt's suit to recover 686000 from Hannah Elias saying the decision was not on the merits. The ruling follows Platt's claim that the money was given under coercion.
President Roosevelt will travel from Washington to New York on Tuesday for an informal visit to the British flagship Drake in the afternoon. Miss Alice Roosevelt will attend the ball aboard the Drake that evening.
In St Paul on November 11 a motion for arrest of sentence and a new trial was made in federal court. Thomas B. Clement, former president of the defunct First National Bank of Fairfield, was convicted on charges of misappropriating bank funds making false entries in the books and issuing false reports to the currency controller.
