The Labor Department reports the unemployment rate fell to 4.5 percent the lowest since March 1970. Employment rose by 570 000 to 85.7 million as manufacturing and services drive the gain, with adult men and black teens showing notable improvements.
Gov. Wennell Anderson named four members to Minnesota 's first fulltime Corrections Authority parole board. Leslie Green, 30, ex inmate and College of St. Benedict instructor. Lester Melchert, 61, Carver County Sheriff. P. Kenneth Peterson, 58, former legislator and Minneapolis official. and Jane Belau, Rochester, active in handicapped programs. The board, replacing prior commissions, starts Dec. 21 with $20,600 annual pay and orientation. Richard Mulcrone remains previous chairman.
Vice President-designate Gerald R. Ford tells the Senate Rules Committee the House should proceed with impeachment consideration to clear the air as hearings open on his nomination to succeed Spiro Agnew. Ford discusses executive privilege, tape disclosures, and denies charity from dairy lobbyists amid 1976 candidacy plans.
The Minnesota Executive Council selected Minneapolis Collection Bureau to collect delinquent income taxes. The firm is led by Norman E. Stewart, a close friend and former Army buddy of state Auditor Rolland Hatfield. Officials defended the choice despite disclosed personal ties.
Washington experts and a Japanese embassy official found no substantiated basis for rumors that a Japanese firm plans a large feedlot in the Austin area. They noted few such investments exist. overall Japanese direct investment in the U.S. was about 300 million in 1972 amid 14.4 billion from all foreigners.

The Minnesota Supreme Court ruled that certain statements by juveniles can be used in trials when the youths are later tried as adults. The decision upheld convictions of Gary Hogan, 15, in Dayton's bombing, and Stanley Loyd, 16, in assaults on two elderly widows, while stressing warnings about potential adult prosecution and the need for Miranda rights.
Watergate prosecutor Richard Ben Veniste in court questioned the White House assertion that two key tapes do not exist. He plans to call eight Nixon aides and officials, including H R Haldeman, to testify on whether crucial conversations were recorded. Disclosed memos show top aides plotted a 1970 campaign against television networks in retaliation for perceived slant against Nixon. Charles Colson wrote to Haldeman describing network chiefs as damned nervous and scared under White House pressure.
