Indira Gandhi arrives in the United States to press President Nixon to rethink the basis of Indian American relations. Indian officials say Washington's backing of Pakistan hinders a political settlement of East Bengal and could raise the risk of a new India Pakistan war.
Secretary of Defense Melvin Laird flies to Saigon for a fourth Vietnam visit to assess progress in military and economic areas. He aims to inform Nixon before a planned November 15 withdrawal announcement, with potential troop reductions toward 175000 by December 1 and 40000 by next summer. He will meet General Abrams, Ambassador Bunker, and Vietnamese leaders.
In Stockholm the 1971 Nobel prizes in physics and chemistry were awarded to Dennis Gabor of Stamford Connecticut for holography and three dimensional photography and to Gerhard Herzberg of the Canadian National Research Council Ottawa for molecular electronic structure and geometry. Both are emigres from Nazi era science and will receive 88000 dollars each.

He urged tempered responses and cautioned against cutting U.S. financial support in retaliation.

AP reports Communist China announces diplomatic relations with Peru and recognizes Peru sovereignty within 200 nautical miles of its coast. Also noted are London security preparations. U.S. environmentalists seek court relief against Amchitka blast. and China to lead UN General Assembly delegation.
