Paris observers claim the Russian far Eastern fleet may be headed north of Luzon or toward Vladivostok, with Admiral Rozestvensky possibly splitting forces to reach a base. Japanese analysts question why Russian transports were not harassed and await decisive movements.
St. Petersburg reports the Russian chargé d affaires in Peking informed the Chinese government that Japan invaded Korea by moving the emperor to Japan in breach of the Shimonoseki treaty. The Russian government has protested to all powers.
St Petersburg dispatch reports alleged Japanese intent to remove the Korean emperor. Minister Takahira says the Shimonoseki treaty remains in force and Japan will not violate it. Loomis notes the protest has not yet reached the U.S. State Department and that U.S. interests should factor into any action.
A Tokyo telegraph notes Russian lines forty two miles long from Yenhoching to Hsidosien with strong earthworks. Japanese columns advance from Kaiyuan Chengtufoo and Fakoman. Russians retreating from Tunghua rally at Wangkaotse then pull back to Liuhochen. main position at Hailiung Ching under General Matorloff. Battle expected soon.
Vice Admiral Birileff, named for the Pacific supreme command, will sail to Vladivostok May 25 to organize refitting of Vice Admiral Rojestvensky’s fleet. He will have army style authority in the garrison to avoid command conflicts during a siege.
In Chicago on May 20 the Teamsters strike faced a possible end if New York city express company managers reinstate their drivers. After hours of talks the employers and Teamsters agreed on most terms but insisted on drivers’ reinstatement, with nonunion workers to be retained and no discrimination in hiring. Managers delayed final decision, awaiting broader company input.
St Petersburg report says Emperor Nicholas signed a manifesto fixing the date for the convocation of the zemsky sovet for Oct 17. Nicholas’ birthday was marked as a general holiday according to Novoe Vremya.
The Committee of Seventy and the Committee of Nine mobilize to defeat the lease of the city gas works to United Gas Improvement. They plan public ward meetings and fund-raising to press councilmen, while Mayor Weaver considers a veto and defers action for ten days.
Secretary Morton will leave the cabinet on July 1 if the president accepts his resignation. He has not fixed future plans but has several offers under consideration.
From St. Petersburg on May 20 the press reports General Kuropatkin is leaving the front to go to the Crimea for recuperation.
Tom Jenkins of Cleveland defeats Frank Gotch of Humboldt in a dramatic third catch-as-catch-can bout at Madison Square Garden. After heavy exchanges and long one hour plus periods, Jenkins won by a body hold ending in a double Nelson and matel.
Senate interstate commerce committee session features Commissioner Judson Clementa as the star witness. He rebuts criticism of the commission, denies general rate-making power, and argues the body will address complaints as they arise. He cites Professor Meyer as doctrinaire and notes wealth’s role in lobbying vested rights.
Washington observers say the Panama canal purchases will mostly occur in the United States with little harm to American manufacturers. A Western railroad buyer will become canal commission purchasing agent, favoring domestic iron and steel. Speaker Cannon backs exclusively American purchases, while Congress will decide if goods are bought openly or restricted to home suppliers.
Delegates at Winona Lake Indiana discuss routine matters, reports, clerks and committees and evangelistic work. Dr Sol C Dickey opened with a brief address to Moderator Moffatt presenting a wooden gavel built from several woods. His metaphor of blended woods drew loud applause.
James Farney and Luke Congleton were arrested in St. Louis on May 20 for desertion from the United States army. They were turned over to military authorities at Jefferson Barracks and will be transported to Des Moines Iowa for further proceedings.
