In a session of Parliament Andrei Gromyko announced the Soviet Union will suspend hydrogen and atomic tests but may resume if the West does not join. The move aims to pressure the United States and Britain to halt tests, with no fixed date for ending the suspension.

Israeli army says Syrians fired 120 mm mortars and tanks at workers in the Huleh reclamation area, prompting Israeli tanks and artillery to return fire. It is the second clash in two days after a 71 minute battle in the same area. UAR spokesman in Cairo vows defense of subjects and land amid alleged Israeli aggression. No Israeli casualties reported.

Voters go to polls 7 AM to 8 PM Tuesday for city general election with four council seats and the mayor's post at stake. Incumbent first ward alderman Wayne Austin faces Earl Miller. other wards feature Ernest Diederich, Don Kinny. George Weiss, Roger Svejkovsky vie for third ward. Justice candidates are John Fitzgerald, George Haskell, Arthur Larson. Several offices unopposed include City Assessor William Erickson and City Treasurer L. H. Williams. COPE Local 9 backs Enright, Klemment, Weiss. weather expected to boost turnout.
Reports say Queen Elizabeth scolded Princess Margaret over her reunion with ex husband Peter Townsend after a two hour Windsor meeting. Margaret, pale and worried, had just returned from a Germany weekend with officers she leads, while Townsend vanished over the weekend awaiting a possible return to the Continent.
Judy Garland walked off a Brooklyn stage after one number citing laryngitis and said she had been fired. Club owner Ben Maksik claimed he lent her $40,000 ahead of the engagement. Garland and Sid Luft denied receiving it. The 34 week deal was signed at $25,000 weekly and opened March 2 with favorable notices.
Lord Moran reports Sir Winston Churchill took a short garden stroll in Roquebrune France today and hopes to be back in England by Easter. Moran flew back to London after an eight day visit.
Four Stanford Alpine Club members, two women and two men, marooned for nine days in the High Sierra were rescued by helicopter near Merced Lake in Yosemite National Park. They had been attempting a six day cross country hike from Silver Lake to the Yosemite headquarters when a storm halted ground rescue efforts.
