Gunman abducts mother and three children in West Virginia
Police search for Richard Arlen Payne, 23, an ex convict who seized a mother and her three children in Charleston. The kidnap car was found abandoned 100 miles north. Payne demanded the governor release a prisoner, warning of torture and death, as helicopters and 75 troopers hunt him across southern West Virginia. Governor Underwood flew to Washington to meet federal highway officials.
