A University of Michigan ISR study argues four years of paid schooling for four years of service could outpace pay as a lure for recruits. It compares paid education incentives with higher salaries, suggesting education benefits attract higher‑ability youths and benefit civilian society. The proposal combines an enlarged GI bill with saved pay to fund tuition, living costs, and a path to four years of college before or after four years of active duty.
