The governor orders suppression of the only independent newspaper and closes a philanthropic training school for destitute youths. A new edict on the Belgian priest murder signals conciliation toward Christians as foreign powers watch Manchuria and Mongolia moves. The Times cites Russian behavior as consistent with the documents.
The Times reports three documents said to show a bargaining between Li Hung Chang and Russia via Prince Ukhtomaky. Dr. Ular, a noted China scholar, furnished the papers after returning from Manchuria and Mongolia. The texts outline terms of a supposed agreement as of January in London.
Dr Knopf argued against U S government views claiming tuberculosis is contagious. He said a patient with clear TB could work daily with precautions and sputum disposal. He urged a government committee, chaired by the president as an honorary member, to study TB and identify best treatments.

Pueblo Colorado January 8 192? Lawrence Hex colored was sentenced to be hanged during the week of April 13. Hex convicted of killing William White and Mrs Liszie Allie both colored two months ago. This is the first death sentence since capital punishment was restored in Colorado.
Cleveland January 3 The Everett-Moore syndicate owning over 1200 miles of electric lines and a large local and long distance telephone system in Ohio and Michigan shifts to a seven banker committee amid temporary financial strain. Committee asserts solvency and ongoing construction projects with assets around 130 million dollars and loans backed by gilt edged securities.
Governor Hunt to the Porto Rico legislature reports tranquil island conditions, growing commerce, and rising education. He notes 885 schools with 954 teachers and 45,000 pupils, 32 new schoolhouses, 129 Porto Ricans studying in the United States, and insular revenues up by 128,000 since July 1901, total balances at 2,000,000 including tariff rebates.
Commissioner Gray ordered the deportation of 21 Chinamen for unlawful entry. Appeals are filed in each case. Forty five Chinamen remain in the county jail awaiting higher court action. Of 89 Chinamen examined in the quarter, 23 were dismissed and 6 ordered deported.
London reports an unconfirmed claim that Miss Stone and Mme Tsilka were freed in Turkey on Jan 1, with Americans who negotiated the release pledging secrecy. Washington officials say no new news, but note continued talks with captors and money raised for ransom. The Congo rubber trade and colonial abuses provoke ongoing criticism of King Leopold and authorities.
Captain Guy Burrows, retired after six years with the Congo Free State government, told an Associated Press representative that conditions in the Free State are a disgrace to civilization. He described brutal atrocities by officials and whites with rubber concessions, including a mission report that 500 cannibals were issued rifles to massacre and capture unarmed natives who rebelled.
