The Department of Interior awards a 661500 grant for secondary sewage treatment at Hibbing Minnesota with additions to the plant as part of a 2215000 total project cost. The move aims to upgrade local wastewater capacity and environmental standards.
In Anoka Minnesota the bodies of three young children were recovered from a severe fire in Circle Pines. Names were withheld pending next of kin notification and state officials continued investigations.

In Guatemala City the Armed Rebel Forces issued a 24 hour demand to free university student held hostage to secure the release of Foreign Minister Alberto Fuentes Mohr. The note claims Mohr, 42, was seized Friday night and would be freed only after the student is handed to the Mexican Embassy. Police linked the group to an attempt on the election council director, who was slightly wounded Tuesday.
Washington AP reports the FAA ordered all pilots to maintain large separation from jumbo jets to reduce turbulence risks. The rule requires five miles rearward and 5,000 feet vertical spacing behind the Boeing 747 and certain other aircraft, replacing a prior looser standard and potentially increasing airport congestion.

In Pittsburgh around-the-clock talks between Westinghouse Electric Corp and four unions continue with a potential nationwide strike looming if no deal is reached by Sunday midnight. IUE and IBEW urged binding arbitration with a 30 day deadline, while the company reportedly offered a 74 cent per hour raise over three years.
Albert Lea public school teachers voted to reject a tentative salary deal that would raise minimums to 7,000 with ranges of 7,000 to 11,000 for bachelor's holders and 8,000 to 12,500 for master's degree holders. The district has 355 teachers and would be the largest to accept terms to date if approved.
National Guard troops armed with rifles and fixed bayonets patrolled the riot torn Isla Vista college community near Santa Barbara early today. About 150 of 600 guardsmen, called by Gov Ronald Reagan, blocked entry to residents during a 6 PM to 6 AM curfew. Officials said 114 were arrested for failing to disperse or loitering amid four days of violence.
The Minneapolis City Council passed two ordinances that could create a 2 percent earned income tax and a 2 percent city sales tax layered onto the state 3 percent tax. If approved by Mayor Stenvig, the measures go to the Charter Commission for review before return to the council.
