Rogers calls for reconvening talks to preserve Vietnam peace

Secretary of State William P. Rogers urged an international Vietnam conference to create a simple mechanism to reconvene if peace is in danger. Canada threatened to quit the four nation peace commission by April 30 without a new international cease-fire enforcement authority.

Minnesota jobless rate drops in January

Minnesota reported a seasonally-adjusted unemployment rate of 4.6 percent for January, down from 5.2 percent in December and 5.4 percent a year earlier. The state counted 90,300 unemployed, vs 100,100 in January 1972, as national rate slipped to 5.0 percent.

Meir says Israeli plane downing won't derail Nixon talks

Prime Minister Golda Meir leaving for the United States said the Libyan airliner downing by Israeli fighters should not affect the talks with President Nixon. Foreign Minister Abba Eban described possible proximity peace talks with Arabs, using neutral mediators.

Kissinger Says Full Vietnam War Probe For Missing U.S. Citizens

In an interview Kissinger pledged a full scale investigation into the fate of about 1300 Americans still unaccounted for in Vietnam. He added he doubts North Vietnam would have hidden prisoners.

McGovern backs Vietnam aid but not at U S citizen expense

Senator George McGovern spoke at Brandeis University in Waltham Mass saying he supports aid to Vietnam but not at the cost of U S programs. He urged using executive power to promote private reconstruction efforts and predicted little debate on amnesty for refugees or deserters. He defended press freedom and warned against government pressure on reporters, access cuts, and punitive actions against news outlets.

Nine dead in Regina apartment fire in Canada

A Regina, Saskatchewan, apartment fire claimed nine lives and injured 18, including three firefighters and a policeman. Constable Keith Ball alerted others around 10 40 p m, and two young men aided residents through dense smoke. The 46 suite complex on Rose Street was old with thick paint layers as crews battled flames and rescued 54 residents.

5.5 percent pay rise limit to hold steady

The Nixon administration kept its 5.5 per cent standard for pay increases while allowing more flexible wording in certain cases through a Labor Management Advisory Committee. The White House urged cooperation with the economic stabilization program to reduce inflation to 2.5 per cent or less by year end.

The Associated Press reports six deaths from weekend crashes raising Minnesota’s 1973 figure to 91. North Vietnam Holds Back on POW Releases Tuesday

A North Vietnamese spokesman said no American prisoners of war would be released on Tuesday despite U.S. hopes for about 140 POWs. He noted no list would be delivered today and that the Joint Military Commission would address the issue Wednesday, making no transfers before Thursday.

Three men held over youths case at Hastings and Ramsey County

Police said three men former Hastings State Hospital patients are held in a cases described as holding against will and sodomy involving three boys. The incidents occurred Sunday near an apartment building and the National Guard Armory, with two boys aged 11 and 12 victims and a 10-year-old boy assaulted. Perpetrators hailed from St Paul and Hastings. case referred to Ramsey County Attorney.
