President Nixon asked Congress to scrap or reform 57 federal programs in a plan that would save about 2.5 billion dollars next year. He said Congress must approve 1.1 billion in savings while the rest would come from his administration’s actions.
Lincoln National Bank cut its prime rate from 8 1/2 percent to 8 percent effective March 1 to bolster business sentiment in the Delaware Valley. Bank executives say the move likely won’t trigger an immediate decline elsewhere, while investors reacted with a Dow Jones gain as hopes rise for looser money.
Fair to partly cloudy tonight and Friday with lows of 4 to 12 above and highs of 15 to 20. Outlook shows Saturday partly cloudy.
About 800 protesters gathered in Isla Vista near Santa Barbara to torch a Bank of America branch while police and firefighters stood by. The crowd dispersed after 240 helmeted officers cleared the area, with several deputies reporting minor injuries and one spark of confrontation as about 200 stragglers were dispersed.
An escalating box car shortage has driven at least five northern Iowa elevators out of the grain market. Al gona Burt Fenton Swea City and Armstrong elevators quit buying grain weeks ago and remaining buyers run well behind schedule. Cargill Algona manager Dale Kleingartner calls the situation critical. Fenton assistant manager Pete Koenick notes railroads have shown interest but the elevator still has about 200 cars on order. Farm co op Swea City reports damage to farm stored grain.
Renowned modern artist Mark Rothko, age 66, was found dead with wrist slashes in his New York City apartment on Wednesday. Friends report he had shown despondency in recent months.
Des Moines resident Jesse W. Bishop, a former Eisenhower farm official, was named area director for the Federal Crop Insurance Corporation. He will replace retiring Mervin J. Kassube as director for nine states including Illinois to New York, with the appointment effective March 15 and an annual pay of $18,531.
Ford Motor Co states it will cut an additional 3,000 employees, bringing layoffs in the last two months to about 10,000. U S assembly plants will close a total of 49 days in March, vs 66 in February, as production slows across the line. Chrysler recalls laid-off workers to Windsor plants amid ongoing weakness, with 9245 production staff currently out in the United States. General Motors also plans indefinite layoffs of about 2200 with some plants closed for up to a week in March.
Several hundred riot police halted about 1,000 Filipino youths outside the U S Embassy in Manila after a court ban on a downtown rally. Two officers and 14 protesters were injured as demonstrators hurled projectiles and damaged windows and a radio station vehicle.
The North Carolina Social Services Board reversed itself and ruled it permissible for welfare recipients to own a color television set. Three Winston-Salem residents whose payments were stopped for owning such sets won court reversals, two inherited the sets and one won his in a grocery store raffle.
Lawrence F. O'Brien informs Hubert Humphrey he will not accept the DNC chairmanship. He cites lack of consensus within party ranks and relations. Sen. Fred R. Harris announces resignation effective immediately after serving as successor to O'Brien.
A blaze on the second floor of a downtown St. Paul apartment left Leonard Bergstrom dead at 54 and his wife Virginia Bergstrom 46 hospitalized with smoke inhalation. Firefighters reported the body near a couch where the fire was most intense and three other units were empty. Smoke damaged a sign company and a bakery on the ground floor.
Richard P. Rystrom 21 of North Branch died in a car train collision at 1:25 a.m. on a North Branch crossing. The crash made Minnesota highway deaths 93 for the year, up from 68 last year, with Rystrom alone in the vehicle.
Motorists must renew 1970 license tabs by midnight Sunday to meet the March 2 deadline and may face tickets from March 2 onward for improper licenses. Saturday marks the deadline to remove ice fishing shacks from lakes with no leeway past Feb 28. Portable shelters can be used after Saturday but must be removed by 7 p.m. daily.
George C. Wallace declared his bid for the Alabama governorship in the May 5 Democratic primary, citing a crisis in public education amid a clash with incumbent Albert Brewer. He criticized current school systems and pledged new leadership.

Silius Huddleston, president of a Tennessee United Mine Workers local, pleaded innocent to federal charges alleging he was a fifth conspirator in a plot to kill UMW insurgent Joseph A. Yablonski. Red Owl Stores leases 127,000 sq ft of Albert Lea warehouse space from Quality Foods to serve 60 stores in southern Minnesota and northern Iowa. The Albert Lea facility will employ 36 workers and 15 drivers with an annual payroll of $478,000.
William J. Quinn, president of Burlington Lines, elected chairman of the Chicago Milwaukee St. Paul and Pacific Railroad board. He was slated to become vice chairman of the merged Burlington Northern.
Two gunmen robbed Thom McAnn Shoe Store in St Paul on Wednesday fleeing with 115 dollars and socks. A clerk, Arthur Ehrenberg, 59, was struck with a mannequin leg and hospitalized for head injuries.
More than 50 students occupied Syracuse University's Student Government Building before dawn to reaffirm support for university officials. The protest was a retaliatory move after a prior takeover of the administration building by students opposing ROTC programs.
In Da Nang area, five enlisted Marines from the 1st Marine Division's 7th Regiment face murder charges for killing 16 South Vietnamese women and children. Patrols found the bodies in Que Son district about 27 miles south of Da Nang. names were not released.
The John Morrell & Co oldest Ottumwa Iowa plant will shut down within six months after exhaustive study found no viable alternatives. The facility has run losses for years and new equipment and regulations make continued operation uneconomical. Procurement of hogs and cattle will continue with enhanced buying stations and livestock supply will be shifted to other Morrell plants.
