A 746 foot Japanese ore carrier loaded with 51 896 tons was freed from the Gaillard Cut in Panama Canal after a gash 6 feet high in her hull. Salvage crews pumped air into forward ballast tanks as tugs pulled her to a wider section. The canal remains slow with one lane overhauled and more than six ships delayed.
President Johnson asks Congress to establish a new urban mass transportation administration to consolidate federal efforts in a $200 million yearly field. The agency would take over most activity from Housing and Urban Development and operate within the Transportation Department. The plan calls for a $29,500 administrator and the current railway administrator to head the agency. Johnson forecasts cost savings but offered no firm figures and noted HUD would still influence research and planning affecting urban development. He remained at his LBJ Ranch during a weekend stay.
The Minnesota Civil Liberties Union asserts that the first amendment protects peaceful draft card burning and advising youths to resist. It backs Dr. Benjamin Spock facing conspiracy charges and argues statutes restricting speech and assembly are unconstitutional. The ACLU previously avoided Spock but plans aSaturday meeting to reassess its stance amid protests.
Nixon told reporters in Whitefield New Hampshire that Nelson Rockefeller s offer to consider a presidential draft has no current relevance beyond the New Hampshire primary. He noted the main effect could be on write in votes and dismissed broader implications. Rockefeller insists he is not a candidate and expects no draft.

It cites the growing Soviet submarine threat and criticizes Defense Department limits on nuclear submarine construction through 1970 while backing Rickover’s plea for stronger development of nuclear submarines and missile escort vessels.
North Vietnamese troops ambushed and overwhelmed a U S Marine platoon 800 yards beyond Khe Sanh outer wire. A second platoon suffered casualties. Heavy Marine losses and ongoing bombardment marked the Khe Sanh siege as air and firepower try to cover Marines before the base.
London AP update reports Foreign Secretary George Brown saying Hanoi is delaying peace talks over Vietnam while Britain maintains support for the American position. He rejected Labour backbench calls to press Washington to drop U.S. policy. Brown urged talks only when Hanoi signals willingness to table negotiations.
Minneapolis police plan to equip the Flying Squad with ARIS M16 rifles for riot control and sniper scenarios. Ten rifles at $145 each will join a four-man team with a high-power rifle, shotguns, and tear gas. Helmets and additional tear gas are also considered as the City Council approves the purchase amid past North Side disturbances.
The body of Mrs. Violet Boldt, 51, was found among the ruins of her rural Red Wing area home after a pre dawn fire. A passing motorist saw flames and alerted the Red Wing Fire Department, arriving as only one wall remained of the two story frame dwelling.
