It is semi official that Colonel Picquart, key military witness for Zola, will receive half pay as a lieutenant. A chaplain who praised Zola is placed on the unattached list and Professor Grimaux of the Polytechnic, who endorsed Zola, has retired.
Judge Bunn in Madison refused the Endian Improvement company motion in Superior funding case. The original order to refund $250,000 of bonds will stand, preserving Superior’s effort to refund $1,000,000 of indebtedness.
The Ohio senate bribery investigation committee met and questioned Manager Ross of the local telephone company. The day’s new development was that Major Dick, Hanna's manager, settled the telephone bills.
Commissioner Herman reports to Senator Pettigrew that cash sales of public lands in the decade ending June 390 totaled 40.99 million dollars, with 9.46 million held in trust for Indians from ceded lands. Fees and commissions reached 10.12 million, while disposal expenses ran 6.91 million.
President names Colonel Henry C. Corbin adjuvant general of the army to succeed General Samuel Beck who retired on age. Corbin, an Ohio native, began as an enlisted man in the Civil War and earned brevets for gallantry at Decatur and Nashville. He later served in the Indian campaigns at Pine Ridge and Arizona.

London, Feb. 26.-The Paris correspondent of The Times says correspondents of foreign newspapers have been warned to leave France.
A Hong Kong traffic dispatch reports from Chinese sources that a French force landed at Kwan-Chuen-Wan, 240 miles southwest of Hong Kong, and informed Chinese authorities it intends to erect buildings.
Men have been put to work placing the sea batteries at Seagirt in order for service. The quartermaster's office denied any significance, noting this work is usual at this time of year.

Deliveries to coaling stations must be swift and kept secret with railroads and miners to share a bonus if 800000 tons arrive on time.
Chicago Evening Post cites H H Kohlsaar reporting that President McKinley and Secretary Long hold no undisclosed facts about the Maine disaster and will not release court of inquiry evidence or conclusions before the official report.
