A huge brown dust cloud rising to about 30,000 feet swept into Boise City Oklahoma earlier this week prompting memories of the Dust Bowl era among longtime residents and meteorologists.
President Carter to welcome United Nations Secretary General Kurt Waldheim, his wife, and daughter to the White House for Middle East discussions. Waldheim arrives with family. Carter plans tea, then formal talks and a meeting with budget director Thomas B. Lance. Carter also to donate blood in the White House drive and named Robert Strauss as possible foreign trade negotiator amid political banter at a Byrd party.
Longtime Austin educator and former Austin High principal Ray Wescott died Thursday at St Olaf Hospital. A 40 year education career in Austin included serving as AHS principal from 1945 and coaching. He held state and national education posts and was active in Kiwanis and church. He is survived by wife Betty two daughters and three grandchildren. Funeral set for 4 p.m. Monday at First Congregational Church with interment in Oakwood Cemetery.
A gunman Leroy Cotton 30 held a pregnant teenage girl and her infant hostage in a second floor Syracuse apartment. One man was killed and a policeman wounded during the standoff as negotiators urged a peaceful surrender and demanded the baby’s release first. The suspect demanded a pack of cigarettes and warned of killing if tear gas was used. The victims’ identities remained unreleased.
A Herald want ad seeking a weekday babysitter for two children under 10 in the Northwest area was canceled after appearing in the paper for two days. The ad offered good pay and requested fast action by calling 433-8851.
In Kampala President Idi Amin orders all Americans in Uganda to meet him on Monday and forbids departures until then. An Information Ministry spokesman said Americans may leave after the meeting if they wish, and that many live in Kampala and work for Uganda Airlines. Regional officials will prepare lists of Americans and their property.
Senators Hubert Humphrey and Wendell Anderson announced a 120000 grant from the Farmers Home Administration to the City of Austin for park improvement. Funds will fill and compact 60000 cubic feet of material on 40 acres in the south one third of the Austin Industrial Park to boost salability for future industries. City Planner Daryl Franklin said the project should help attract buyers and industry, with bids expected soon and work slated for the summer. The application was filed in November 1976 and local officials thanked agency staff for securing the funds.
A conservative coalition forms a Citizens Cabinet to act as a rival spokesman for the out of power GOP. The shadow cabinet, led by William F Rusher, aims to critique Carter policies, issue papers, hold news conferences, and even respond to the State of the Union. Louisiana Democrat Louis Jenkins will serve as secretary, with New Hampshire Governor Meldrim Thomson as shadow secretary of state planning delegations and foreign outreach.
Maine sold 15.4 million dollars in 10 year general obligation bonds at about 4.57 percent. The Maine National Bank of Portland submitted the low bid while bids from New York Boston and Chicago sought higher rates. Treasurer Leighton Cooney cited market proximity and maintained AAA from S&P and Aa from Moody's despite Indian land claims on 12.5 million acres. He predicted smoother sale of 40 million in other securities in coming months.

In Minneapolis AP Five in one Willows Nursing Home room injured one patient and six others hospitalized after a fire that started around 1 30 a m and spread to three alarms. Washington AP The House passed a bill to speed Carter's $4 billion public works program possibly creating 600 000 jobs by Thursday with a 295 85 vote.
Washington reports that U S officials focus on civil defense more than since the 1960s amid hints of an elaborate Soviet program. Shelters for citizens and key industries are cited as part of the defense buildup.
