Washington February 28 The Senate approved the river and harbor measure by 50 to 3 after a long day of debate. Senator Sewell of New Jersey praised Hull-Hawley army reorganization and warned of possible future U S military action in the Philippines and Cuba, urging readiness for a 50 000 man force.

A bill moves to appoint a supreme court judge with full authority to resolve Atlin land dispute claims under Northwest Territory law, likely passing with a July deployment.

The Yorktown, Charleston, and Petrel are operating around the Philippines as unrest eases. Oregon has moved to Hilo and Honolulu in recent days, with Giffen noted as dispatch agent.
General Otis furnishes a further list of dead and wounded from skirmishes around Manila. The record names soldiers from the First South Dakota and Thirteenth Minnesota with specific injuries including neck wounds and chest and arm injuries, detailing both killed and wounded service members.
A head on crash between two Pennsylvania trains near the Forty fourth street bridge in Putcapeornia injures thirteen others and kills one. The wreck was caused by an open switch.
