Tsarskoe Selo reports say the zemsky zabor will be convoked to let the nation decide war or peace. The government warns against negotiations that could end badly and promises a strengthened dynasty whichever outcome the deputies choose. If peace prevails, favorable terms may follow. if not, war may be pursued to the death.
The final day of testimony in Judge Swayne's impeachment case ran seven hours from 1 to 10 with a two hour break. Debates over admissibility dominated proceedings as each side gained five closing argument hours. Separately, the Panama Canal Zone government bill passed the senate and moves to conference after house review.
The river and harbor appropriation bill totaling 17 284 657 dollars passed the house after a lengthy session. Amendments were limited to committee proposals and the measure moved forward despite ongoing debate. The military academy bill moved to conference after agreeing to senate edits authorizing top officers to be named brigadiers on the retired list.

New York February 24 District Attorney Jerome tells the People's Institute club that honest police exist but most higher officers are corrupt. He cites saloon tribute schemes worth up to 12 000 a year per large precinct and says pickpocket rings operate with central detectives. Jerome says enforcement of liquor laws would mean political suicide for the party in power.
In Moscow on February 24 a solemn blessing for Grand Duke Sergius was conducted at 10 a.m. as bells tolled across churches and monasteries. Crowds packed open squares while troops, including Grenadiers of the Kiev regiment, lined Chaudoff monastery. The coffin was moved to St Andrew's Church, laid on a catafalque, and then placed in a vault awaiting transfer to St Petersburg.
Hoch was held to the grand jury without bail as investigations into the death of Mrs. Marie Walcker Hoch concluded arsenic poisoning caused her death. The coroner's jury expressed belief that Hoch administered the poison.
Washington Feb 24 Representative Marshal of North Dakota introduced a resolution to reverse Secretary Shaw's ruling that allows a drawback payment on flour exported when manufactured from mixed foreign and domestic wheat.
News from Warsaw reports violent acts by strikers including destruction of a switchboard station and telegraph lines. Government officials express anxiety while authorities struggle to control unrest as Western Poland loses contact with Europe and coal supplies threaten a famine.
Dispatches report heavy strike waves across the Caucasus and southern Russia. Rail disruption from Moscow and sporadic violence create panic while authorities regain control in Batoum and Baku but face ongoing disorder in Ekaterinoslav Kharkov Saratoff and other cities.
Reports from Constantinople say Russian Black Sea squadron vessels bombarded Poti amid unrest in Batoum where a Georgian strikers force, estimated at 40,000, menaces officials and destroys offices. English merchant fled Batoum as lines to the port suspended.

Captain Donaghy opened the box, which held gun powder and a nitroglycerin like liquid, with corporate clippings and inscriptions including Roosevelt. He calls the device the work of a crank with no clue to the inventor.
Washington February 24. Dr Jose de Jesus Paul Castro's confidential agent met Secretary Hay to explain Castro's view of the Venezuela asphalt controversy. Paul said the supreme court action on the American Asphalt Company appeal was collateral and not a final merits ruling, suggesting a possible satisfactory legal settlement.
White House talks with the president outline a plan of action to advance land fraud prosecutions in Oregon and California. Further arrests may come, with aims to press the cases to a final conclusion as vigorously as the postoffice investigations.
Chicago February 24 The condition of President Harper of the University of Chicago who was operated on Wednesday afternoon is improving. A bulletin from his physicians says he is making satisfactory progress toward recovery with nausea gone. He took fluid nourishment and slept well through the day.
Charlies Kratz, former St. Louis city council member, was acquitted of boodling charges by a jury in Butler Missouri after about one hour and thirty four minutes of deliberation following five hours of closing arguments. The trial began with the case submitted at midnight after extensive proceedings.
Washington reports the president issued a proclamation convening the senate in special session at noon on March 4 to receive communications from the executive branch.
