The sale emphasizes handsome styling and affordable opening prices across multiple fabric types and colors.
The Miles Court of Inquiry returns a quiet day with little new. Dr Daly appears briefly while testimony from Woodruff details contractor purchases of canned beef and challenges Miles on hoof beef as a fresh supply. The focus includes chemical treatment allegations at Chickamauga Jacksonville Tampa and Porto Rico.

Feb 28 report says the khalifa has left Neila and is marching north with a considerable force. He raids Arab lines along the Mute frontier causing widespread panic among the desert tribes.
In Baltimore on February 23 the British steamship Vittoria arrived from Hull carrying four crew members of the Hamburg American liner Algaria lost when Yinen struck. Two women and children rescued earlier, plus crew and 41 passengers remain unaccounted for.
In Ottawa Iowa on February 23 sixty operators gathered to hear demands for an eight hour day at 60 cent per ton year round for Southern and Central divisions. The operators formed a joint scale committee to negotiate the terms.
Kingston Jamaica February 23 Advices from Cayenne report the joint France Brazil boundary commission clashed on the Contani river as escorts and gunboats Jouffroy and Guarang exchanged fire. Reinforcements were rushed to the front, signaling seriousness despite scarce details and suppression of facts by colonial authorities.
Rudyard Kipling lies critically ill at the Hotel Greenable in New York with lung inflammation. Doctors hope his strong constitution will aid recovery as three nurses and a physician attend the sick man.
A snowslide at the Seventh City mine in Silver Plume Colorado collapses buildings and cabins. Four men affected. two rescued alive, two unaccounted for presumed dead.
Lake Utah Feb 28. A legislative investigating committee held a slow day with several witnesses examined. Most testimony was negative or hearsay in nature. Several more witnesses are to be questioned.
Aguinaldo issues a manifesto from Hong Kong stating Filipinos will resist American occupation to preserve national honor. He condemns the Philippine commission and U S leaders as annexationists, claims unity against American dominion, and rejects outside aid or interference while denying aid from Germany or others.
General Nelson A. Miles challenges the commissioners report on Werner Printing property sale alleging a $29,000 claim was disallowed. He says the book published by Werner was not produced per contract and seeks damages.
Washington reports Sixto Lopez, secretary to Agoncillo, departed secretly by train to New York Monday night and has not been heard from since. His hotel room remains reserved and hotel staff expect a return. Dr Losmix, the sole Filipino remaining, is still bedbound.
In Manta on February 23 rebels fire on buildings burning across Coste and Tondo. An incendiary blaze in Coste devastates Chinese blocks while the fire department struggles, natives are driven off, and soldiers enforce order. Captain Robinson and three men are wounded as shots erupt through windows and roofs.
The house spends two hours on the naval appropriation bill. An amendment by Mr. Bontelle to cap armor plate at 45 dollars a ton is ruled in order, with provisions tied to the current bill. Mr. Underwood, Alabama, seeks a government armor plate plant, but a point of order blocks it. The debate is paused for tribute to late Senator Morrill of Vermont.
