February dispatches report Boer forces tightening around Ladysmith and shifting from Zululand as Lord Roberts presses toward Bloemfontein. Sir Buller expects a Boer withdrawal with 40,000 men possibly joining him, while transport issues hinder Cronje’s movements. Casualties total 11,102.

The committee has 15 treaties, with Hay Pauncefote near the top due to its importance. If Hay's advice is followed Senator Davis would push it to the bottom of the list.
Frankfort Kentucky February 21 attorneys for Taylor and Beckham will hold a joint conference to settle which injunction suit over the governorship has precedence or to consolidate both cases to avoid a jurisdiction clash. Beckham suit is set for hearing before Judge Cantrill at Georgetown Friday as lawyers seek action plan and facts and the judge before whom the case will be tried.
In Kansas City on February 21 Judge Stover ruled that labor unions may use peaceful boycotts against non union employers and may seek to persuade customers to abandon those firms. The decision arose in the case of J B Black a veterinarian seeking $20000 damages over boycotting of his non union horseshoeing shop.
The Vienna correspondent reports rumors of impending war between Bulgaria and Serbia with both nations massing troops. Experts doubt conflict due to financial strain and lack of sanction from Russia or Austria, despite frontier troop buildups.
Col. Plummer sent Major Bird with 200 colonials to seize a Boer 12-pounder near Crocodile pools. Major Bird faced heavy rifle and shell fire and ordered a retreat. Col. White Major Straker and nineteen privates wounded. Captain Sampson Frence and nine men missing.
Attorney General Sheets rules a bill for a $1,000,000 appropriation to aid the Toledo centennial would be invalid if enacted. He says the state cannot create a debt for that purpose and oppose the measure in the legislature.
Kinaston Jamaica on February 21 reports a political crisis as elected lawmakers withdraw in protest. Additional members were sworn in, signaling the return of crown government after the disruption.

W J Bryan spent a busy day in Tampa Florida on February 21 1913. He began with sightseeing in the morning and held an informal reception in the rotunda of the Tampa Bay hotel at 4 PM. In the evening at 7 30 he met with residents and attendees assembled at the hotel.
The battleship Kearsarge was placed in commission in Newport with ceremonial rites. Captain W M Folger assumed command as the powerful vessel entered active service amid a large courthouse plaza crowd applauding the historic ceremony.
New York police court records show William F. Lyons, president of a firm at 123 Fulton Street, jailed on larceny and false pretenses charges after allegedly promising investors 10 percent weekly returns. C Horton Pierce filed the complaint as Lyons claimed profits from horse race betting. Mrs Lyons testified they own substantial capital and property but warned the betting operation favored certain bets to avoid losses.
Washington February 21 Senate committee on interstate commerce heard Commissioners Prouty and Clements of the Interstate Commerce Commission in favor of a bill to give the commission more power over railroad rates. Prouty argued the current system is powerless as orders can be blocked and court enforcement could take years. He urged immediate effect and noted grain moves from Chicago at lower than published rates while the commission seeks power to adjust rates on complaints and to examine railroad books.
In Meaple Nebraska on February 21 L. E. Johnson sold his hardware store for a cash payment just over $7,000. He pocketed the money and went to bed. He woke to find his clothes and the cash missing, leaving investigators to search for the thief who took the money in the night.

With the arrival of delegations from Kansas Iowa and Minnesota the Lincoln convention area fills. Secretary Ludendorf places attendance around 3400 as general sessions run in the Auditorium through Friday night. Milwaukee and Kansas City compete for next year’s gathering.
President Barrows announced a $40,000 endowment gift to Oberlin College from William E. Osborn of Pittsburg for the president's chair. Osborn died recently in Florida, as reported from Oberlin Ohio on February 21.

Minneapolis and Sioux City report slow cattle trade with stockers weaker and bids from $4.25 to $5.35 for beeves, $2.00 to $4.00 for cows and bulls, $3.50 to $4.70 for calves. Hogs drop with a price range from $4.50 to $4.70. Wheat futures quoted at varying prices for February May and July deliveries.
South St Paul February 20 hogs market five to seven percent lower than yesterday with fair quality. Prices ranged four dollars and seventy five cents to four dollars eighty five cents. Cattle market steady for butcher stock and good stockers. stockers three eighty to four ten, cows two forty to three fifty, heifers two eighty two thousand five hundred? to three seventy five, bulls three twenty five to three fifty, calves five dollars to six twenty five, steers four fifty to five fourteen. Sheep market steady with sheep three dollars to eight fifty and lambs five twenty five to six dollars.
