In Damascus Iraq announced the execution of seven young men aged 19 to 24 for spying for Israel. Two were soldiers shot by firing squad and five civilians were hanged at Baghdad’s central prison. A third soldier was commuted to life imprisonment.
Israel’s Dayan signaled restraint while awaiting international action to protect aviation. He warned neighbors of possible reprisals "in the place that will hurt them the most" and noted all neighboring states as responsible for terrorism. Lebanon denied involvement amid blame over Zurich and Athens El Al attacks.
Washington AP reports Agriculture Department economist John H. Southern predicts U.S. farms may fall by as much as 50 percent over the next decade and the farm labor force by about 33 percent. Southern warns only extreme optimism would expect less decline.
The Sacred Rota, Rome's top church court, annulled 152 marriages last year and refused action in 71 other cases, according to the Vatican's annual handbook released today.

Secretary of Defense Melvin Laird told the Senate Foreign Relations Committee he personally leans toward proceeding with an anti ballistic missile system to defend the United States though he cautioned no final decision has been made on deploying ABMs. He cited Soviet and Chinese missile advances and said he would seek deployment flexibility even if disarmament talks proceed. He noted China may test an ICBM within 18 months with a 20 to 30 missile stockpile by 1975, and emphasized national security considerations in any choice.
Associated Press reports U S military advisers say the Viet Cong now have about 65 000 in the 3rd Corps area around Saigon up from 57 500 a year ago with 20 000 to 30 000 assault troops. They note bases across the border in Cambodia and target Tay Ninh Long Binh Bien Hoa Lai Khe as initial objectives while some divisions shift toward attack positions near War Zone D.
Interior Secretary Walter J. Hickel postpones the sale of 27 Gulf coast offshore oil and gas tracts to ensure stricter pollution safeguards after the Santa Barbara incident. Kozo Waki of the Iowa Jima Japanese Veterans Assn. backs the idea but seeks a date change due to frigid February weather. about 19,000 Japanese died defending the island.
In Paris, U S officials insist Geneva accords provide common ground for ending the Vietnam War while Hanoi and the NLF demand full troop withdrawal. Lodge cites military de escalation as essential first step, as NLF’s Tran Buu Kiem reiterates uncompromising stance and accuses the Saigon regime of aggression.
The Senate investigations subcommittee led by Sen John McClellan plans a worldwide review of U S overseas assistance after findings from a two year probe into the Vietnam commodity import program.
