Four sides urge halt to post cease-fire war appeal
SAIGON AP The United States North and South Vietnam and the Viet Cong urged an end to hostilities after nearly 15,000 casualties in the first three weeks of the cease-fire. The Joint Military Commission called on armed forces and police to stop fighting, respect the truce, and settle issues peacefully. The plea excluded a key Paris cease-fire provision Article 4 requiring direct contact commanders to meet for temporary measures to avert conflict and ensure supplies and medical care. Col Bui Tin of North Vietnam said the South Vietnamese refused to include Article 4. No response from Saigon was given. It was believed Hanoi won a demand to reference armed police in the appeal.
