The ship lost cargo and 150 horses and about five crew members went adrift after the Bul shifted and capsized the ship. The Weehawken stood by 800 miles from the Azores on Feb 5 and then proceeded after losing sight of the disabled steamer on Feb 6.
Des Moines reporting that the state board of control learned of 200 measles cases at the Davenport orphans home with no deaths recorded.
Washington February 16 The president told party leaders in Congress he will surely call a special session if the army reorganization bill does not pass this session. Officials oppose a joint resolution to extend current funding and warn it would not meet needs. The Hull bill would create 822 second lieutenant posts allocated by state and territory population.
About 49 Democratic editors met at the Merchants hotel and formed the Reform Press association. William Jennings Bryan spoke at the meeting. Officers: President George N. A bill honoring Helen Miller Gould with a gold medal passed. An evening session to read the Alaska code bill failed after executive session.
In Washington February 16 the senate military affairs committee held several talks on the army reorganization bill but failed to break the deadlock. The bill will be reported without recommendation as the committee remains evenly split five Democrats and five Republicans due to Senator Proctor's absence on a Cuba trip. Democrats reserve right to state their position.
Secretary Alger orders the Ninth Regiment of regular infantry now at Madison barracks to move to San Francisco and be ready to sail for Manila. The unit, raised in California in 1855, served on the Pacific coast until 1866 and fought in Cuba during the Spanish American War. The move aims to place troops where they can quickly embark if needed.
Peter Maher of Ireland and Stockings Conroy of Troy fought 2 minutes and 40 seconds of the seventh round when Chief of Police Bill jumped on the platform to stop the bout. Charley White the referee was halted as the chief intervened between the fighters while policemen surrounded the stage. Maher pressed Conroy in his corner and pummeled him as Conroy shielded his face and attempted to retreat.
The Boston Fruit Company's steamer Admiral Dewey bound for Boston from Port Anthony ran on the rocks at Cuttibenk and is in danger of total wreck. Eighteen passengers were saved by the steamer J. J. Hill which ferried them to Newport Rhode Island, then to the city. Captain McGrath and crew remain aboard to salvage the vessel, which lies in exposed waters with a large breach in the hull. A sea mist on the water is suspected, but the cause is not yet known.
Government commission and Central Pacific bankers reach a plan to settle the railroad debt with 58 million dollars paid in semi annual three per cent notes over ten years, secured by a deposit of Central Pacific bonds.

Santiago de Cuba February 16 Colonel Hood reports the Baracoa, the former Spanish gunboat raised from the Mayari river, will be ready in the course of 10 days to proceed under her own steam to any port designated by the government.
The War Department reports the transport Minnewaska departed Tampa for Nuevitas carrying animals. It will proceed to Santiago to take on the Twenty third Kansas infantry for passage to Newport News.
The Hamburg American line steamer Pretoria, which left Hamburg January 2 for New York and was reported near the Lizard January 41, arrived in Plymouth under tow. The vessel has a damaged steering gear.
In Minneapolis on February 16 a League of Democratic Clubs banquet honored Governor Lind and Mayor Gray with 600 guests including William J. Bryan. Speakers included Father Cleary Mayor Gray Fred Schilplin Senators Baldwin Stockwell T D O'Brien and Governor Lind. The event paused at 9 40 to honor sailors who died in the Maine disaster a year earlier.
In Sioux Falls on February 16, Otto Webber charged with making and passing counterfeit money caused officials to laugh when his claims against county jail officials gained no traction. He escaped as wooden and cell doors were briefly left open during the supper hour, leaving staff momentarily unaware.
