Dispatches from Tokio and London describe Japanese forces seizing a Korean port, taking five Russian steamers, and positioning naval and military bases. Reports claim Russian transports moved troops and that Seoul was reached by Japanese forces, with Chinese and French troop movements noted but not confirmed.
In St. Petersburg on February 11, Viceroy Alexieff began mobilizing army reserves in Eastern Asia. Reports of injuries to Japanese ships at Port Arthur and the sinking of the Shikishima prompted editors to defend sources, claiming information came from the British embassy. No confirmation from Alexieff followed, though public joy appeared widespread.

Eight people narrowly escaped death when a fire started in the basement furnace of Mrs. Daniel Rathjean's boardinghouse in South Minneapolis at 7 a.m. Laura Rathjean, the daughter, was seriously hurt protecting others as residents fled through smoke and flame. The fire was discovered only after it broke into the living room floor.
In Matanzas Cuba a vicious on board fight aboard the British steamer Doris Brook left about a dozen Cuban stevedores and a Norwegian sailor in a hospital. Clubs knives and fists were used as twenty sailors and over thirty stevedores clashed. Some stevedores leapt overboard to escape. The Norwegian and British consuls are investigating.
