BONN AP The three Western allies declared there is no justification for East German restraints on surface routes to West Berlin aimed at West German Federal Assembly electors. They noted Berlin is a West German state and that Soviet responsibility for access remains. The travel ban, effective Feb 15 per ADN, targets 1,036 assembly delegates and 300 aides.

LeVander Plan Revealed in Minnesota Government Shakeup
