Japan records its initial wartime triumph as Russian vessels surrender and escape. The invasion of Korea begins with sixty transports ferrying forces into mainland ports.
Port Arthur reports Japanese torpedo boats damaged three Russian ships at night including the Retvizan Cesarevitch and Pallade. Dispatches claim Russia secretly landed a full division near the Yalu river to occupy Northern Korea. Censorship notes seizures of vessels Shika and Manchuria and possible Russian fleet engagement.
Paris reports deny French ministry of marine plans to send 6,000 troops to the Far East. Delcasse says war not yet certain and peaceful solution sought with Russia, while Britain’s attitude and entente cordiale loom as potential limits to a broader war. The Temps urges limiting the conflagration’s area.
Vienna, Feb. 9. The Austrian society cablegram to President Roosevelt asks him to intervene in the Russia Japan conflict under the international arbitration tribunal at The Hague.

Papal nuncio requested an interview with M. Montone the Japanese minister Monday afternoon. The brief quarter hour session did not disclose details. It is believed Lorenzelli offered mediation to Japan to avoid war, and Montone promised to telegraph the proposal to his government immediately.
