A blaze at Dale's Penthouse atop the Walter Bragg Smith building roared through a rooftop dining room in downtown Montgomery Tuesday night trapping 75 to 100 diners. At least 26 died including former Public Service Commissioner Ed Pepper and his wife Ann. Identifications were difficult due to the condition of the bodies. Pepper was indicted on federal extortion charges earlier that day.
