President Johnson and Soviet leaders have yet to settle timing and scope for possible exchange visits this year. Officials say no agreement on where and when Johnson might travel to the Soviet Union or which Soviet leaders would visit the United States.
The Associated Press reports temperatures moderating across the eastern half of the United States with rain in some regions as the arctic high moves east. Central and northern Plains and Rockies warm rapidly with readings climbing into the 50s and 60s in places like northern Wyoming and southwestern Idaho.

ST PAUL A bill to require liability insurance and a state license for motor scooter rental agencies was introduced today by Rep D D Wozniak of St Paul The bill would require operators to furnish safety helmets for riders who want them and would limit scooter rentals to persons over 18 Wozniak said experienced riders are a hazard.
Belgrade AP reports Yugoslavia's top literary publisher accuses the Soviet Union of using concentration camps and practicing genocide before Adolf Hitler. The article by Mihailo Mihailov in Delo argues Stalinism and slow reforms, signaling possible party support amid Yugoslavia's split from Moscow.

Four traffic deaths Thursday raised Minnesota's 1965 highway toll to 61, up from 54 a year earlier. Alfred Luehrs, 64, of Glencoe, died after a collision at the Minn 5 and 25 junction near Young America. Truck driver Robert Thompson of Hutchinson was uninjured. A Hopkins boy, 15, Thomas Trombley, was crushed beneath a school bus after chasing it and falling under its rear wheels. Bus driver Adolph Bartels of Excelsior was unaware until returning to the garage. Clarence Brant, 47, of Fargo, died when his car hit a Becker snow plow on Highway 10 near Becker. Orville Brooks, Becker snow plow operator, escaped injury. Gregory Bleninger, 20, of Detroit Lakes died in a railway crossing crash. A coroner said an inquest would be held.

In Ethiopia Queen Elizabeth II plans a camping trip with luxury accommodations including silk marquees carpets water and electric features.
Gov Karl Rolvaag announced federal approval of a contract under the anti poverty program to fund 1250 unskilled youths for conservation work beginning mid February. The project will use $1 23 975 in federal funds and was approved by Secretary of Labor Willard Wirtz.
In Saigon the strongman Lt Gen Nguyen Khanh met with MacGeorge Bundy and U S Ambassador Maxwell D Taylor in a warm session. Bundy also conferred with acting Premier Nguyen Xuan Oanh as Khanh aims to form a 20 member civilian military council to guide a new government. Khanh said he would not participate directly in the new government.
