Minnesota lawmakers closed week four with three bills headed to Governor LeVander and a near two billion dollar two year budget that avoids a general tax boost. The plan preserves income and sales taxes while proposing limited levies on cigarettes and liquor.
The Vatican issued a 10,000 word decree calling for broad tests to gauge maturity of priests nuns and lay brothers amid media age life. It endorses psychological evaluation and longer worldly exposure before vows, granting orders leeway to adapt dress and practices while aligning with council guidance.
In Washington artists drawings compare the Early Bird, the first commercial communications satellite, with its replacement the Intelsat III. The Communications Satellite Corp. confirmed the oldest pay satellite has been retired for the larger, more flexible Intel sat VII series.
Washington AP reports the Senate will consider a resolution to block the pay raise set to take effect February 14. Despite opposition in both chambers, most lawmakers expect the $30,000 to $42,500 salary increase for Congress and other boosts for federal officials to go ahead. Senator John X Williams of Delaware secured agreement to place Williams’s anti raise resolution as the Tuesday agenda.
About 225 students at the University of Chicago occupy the administration building to protest the firing of sociology instructor Marlene Dixon and alleged gender bias in hiring. They vow to stay indefinitely, seek rehiring, amnesty for occupiers, and greater student influence in faculty selection amid weekend plans of seminars and events.
About 500 North Vietnamese troops attacked a U.S. base 43 miles northwest of Saigon while terrorists struck Saigon three times. Maj. Gen. Nguyen Van Kiem was wounded by a motorcycle attack that damaged his car. two other people died at the base and 31 were injured. The incidents followed a shelling of Hue and a ground clash near Sa Nang. seven civilians were killed and 15 hurt. The government denounced extremist violence and noted the general’s condition as not very critical.
In Rennes Brittany, students demonstrated against President Charles de Gaulle during his Brittany tour. The protest damaged a government radio station office and cobblestones were dug up and burned. About 40 students were arrested, with most released after. The procession continued as De Gaulle moved to Landivision base.
Belgrade AP report Tito arrives in Timisoara with entourage to meet Nicolae Ceausescu for talks on current bilateral and international issues. They aim to exchange opinions before Tito’s Sunday return home amid cooling tensions with Moscow and past denouncement of the Soviet invasion of Czechoslovakia.
The Senate Selections Committee will hold a hearing on February 11 at 8 a.m. about bills to lower Minnesota’s voting age from 21. Proposals include both 18 and 19 year old options. Dozens of bills have been introduced in both houses.

A task force report urges a 20 percent toll rise for the St. Lawrence Seaway to cover operating costs and debt interest but not principal. The plan, prepared by M. Cecil Mackey’s panel, was sent to Alan Boyd and then to John Volpe, who will review it with his team. It warns that a 40 percent increase would be needed to pay $144.7 million debt by 2008. The report also suggests restructuring revenue and possibly consolidating seaway operations under federal or autonomous authorities, while opposing capacity expansion.
Arab and Israeli gunners exchanged fire twice today across the Jordan River cease fire line. The Israeli army said one soldier was slightly wounded and blamed Jordan for starting it, while Jordan reported no casualties and accused Israel of initiating the fire. Abba Eban warned no general war is imminent but said the Middle East situation weighs on peace as long as no agreed solution is reached. He noted tension exists but the cease-fire remains intact with occasional violence from terrorist groups triggering prompt responses.
Athens Premier George Papadopoulos makes a third government reshuffle in 14 months affecting one minister and four undersecretaries all civilians. Agathangelou becomes alternate minister to the premier in the newly created post.
British Defense Minister Denis Healey warned at a conference in IUNICH Germany that NATO conventional forces could not stop a sudden Soviet blitz in Western Europe and would collapse in days. He said parity with Soviet tank numbers is impossible but urged instant called-up forces and firm Western unity to deter a repeat of Czechoslovakia’s 1968 invasion.
In Dallas delegates from 45 Wallace support groups discussed forming a national party with an advisory committee. Bill Jones said George Wallace has no 1972 presidential plans and would be the standard bearer if the movement lasts beyond 1972.
