A weather system dumped up to a foot of snow with another four inches in the north. winds 25 mph from the west, easing tonight to 15 mph. Snow expected to taper in the south but persist in the north into Tuesday. In the Twin Cities 12 inches fell, compounding travel with a bus strike in its first week. Minnesota roads showed variable conditions. 50 area school closings reported, mainly in western Wisconsin. Snow totals included Duluth Owatonna and the Twin Cities at 12 inches, with Marshall St Cloud Mankato Willmar at 10 inches and Rochester at 9. Temperatures held in the mid to high 20s.
Senate subcommittee under Sen. William Proxmire heard that organized crime profits from unsolicited mass mailings of credit cards, selling them on the black market for up to 100 dollars. Robert L. Mead said Post Office officials report a 700 percent rise in mail fraud linked to these mailings.

Heavy snowfall and slick highways produced just one fatal traffic crash in Minnesota over the weekend. Gerald T. Schroepfur, 45, of Sleepy Eye, died after his car struck a train in Bellview and he died in Redwood Falls hospital. His brother Linus, 49, New Ulm, was hospitalized in good condition. Melvin Henrickson, early 50s, Guthrie, died in Bemidji from injuries from a Park Rapids two car crash on Highway 71. An elderly Annandale man, Eddie W. The Supreme Court declined to rehear or clarify its Oct. 29 ruling that Mississippi must operate only unitary schools immediately. The New Orleans circuit ordered desegregation across 27 districts by end of 1969 and three more by next fall, despite Mississippi's due process argument about hearings on plans by HEW.
Reports say Egypt claimed 250 troops crossed the Suez and held Israeli positions for 24 hours while Israel denied any invasion. Israel later attacked Egyptian targets in the central Suez area by air. Cairo said Egyptian troops forced Israeli resupply and withdrew. The episode comes as Beirut and Moscow moves shift Middle East tensions and UN debates resume.
More than a million of the neediest Social Security pensioners likely get no extra money from a 15 percent Social Security increase. State welfare programs offset any rise by reducing supplemental payments, so the total payment remains unchanged for those with low benefits.

In Los Angeles two policemen were wounded as about 300 officers raided two Black Panther headquarters and a private home, with main HQ still inaccessible hours after the raid began.
The Senate Post Office and Civil Service Committee approved a bill to raise federal pay by 4 percent for all postal and civil service employees earning under $10,000, costing about 360 million dollars annually. The increases would take effect January 1. Chairman Gale W. McGee of Wyoming announced the figure.
Senators Stennis and former Vice President Humphrey urged President Nixon to form an independent fact finding panel to investigate the My Lai civilians massacre. Stennis favored a non-governmental, non-military panel to survey the 1968 incident and report to the President, while Humphrey likened it to the Warren Commission.
MINNEAPOLIS AP The Twin City Lines strike enters its fourth week as union officials await word on a possible short term settlement. About 1,050 drivers mechanics and office workers began striking Nov 17 after their two year contract expired seeking wage increases of 90 cents over two years. No sessions were held Sunday and mediator Charles LeValley could not say when talks would resume.
