A Thursday night power failure blacked out sections of two states and Mexico. The outage was traced to trouble at the El Paso Electric Company's Newman Plant near El Paso Texas.
RAF planes landed in Lusaka as talks continued on stationing British ground troops in Zambia to protect the Kariba Dam. A Britannia transport and Argosy freighters arrived with more four engine transports planned for Ndola. Prime Minister Wilson said the RAF presence could help cool the crisis.
President Johnson directs a federal investigation after a 13 hour blackout hitting four military bases and parts of New Mexico, Texas, and Mexico. The El Paso incident followed a larger 15 hour Northeastern blackout on Nov 9, with bases switching to auxiliary power. White Sands and Ft Bliss, Holloman, Biggs, and other sites reported disrupted operations and temporary loss of lights.
A Montgomery federal court jury hearing three Ku Klux Klan defendants on civil rights conspiracy charges related to Viola Liuzzo's death reported being hopelessly deadlocked. Judge Frank M. Johnson Jr urged further deliberations, noting extensive testimony and many exhibits. The defendants are Collie LeRoy Wilkins Sr. and his son Collie Jr., plus Eugene Thomas and William Eaton.

Lloyd T. Hogan 41 of St Paul was arraigned on a first degree murder charge for the fatal shooting and stabbing of 58 year old Joseph Richardson whose body was found in a garage behind Hogan's home. Valuables were missing from the victim's body police said. A preliminary hearing was set and a grand jury likely. Celia Arcand 100 funeral services planned at her White Bear Lake area farm home following a long residency of 91 years with 158 living descendants listed as survivors.
