Canton dispatch reports that William McKinley formally offered the treasury portfolio to Charles W. Hanna. Hanna did not accept or refuse and will take more time to consider. The matter was discussed by Hanna and McKinley, with Hanna delaying a decision.
National Commander Clarkson and staff visited Canton with plans to secure a place for Grand Army of the Republic members in the inaugural parade. They were hosted at the Hartford House for dinner and met Major McKinley. Republican Chairman Babcock also called with Mrs. Babcock.
Washington December 3 The United States Supreme Court heard arguments in a land title dispute over about 100000 acres in Southern California tied to an 1860s Atlantic and Pacific grant later forfeited for not building within the line. Southern Pacific seeks a junior grant as the government contest counts the original grant. The case rises from the Ninth Circuit where the railroad lost. the record spans more than 4000 pages with maps and drawings.
London reports Dr Leander Jameson aged 58 has been pardoned from Holloway jail under home secretary Sir Matthew White Ridley's order. He underwent a serious operation on November 1 and release was ordered on medical grounds after a July sentence of 15 months for violating neutrality laws in invading the South African Republic.

In Buvurrs Iowa on December 3, the McLure and Shadden families, longtime neighbors, fought again after a summer dispute sparked by insult to Arthur Shadden. Elijah McLure suffered five knife wounds, Dave McLure lost three fingers, and Orville McLure broke his nose. James Shadden was stabbed twice, Orren Shadden has a facial cut, and Arthur Shadden sustained a head wound and lip injury.
Boston December 3 The Grand Imperial Opera company under Colonel J H Mapleson faced a serious setback as the entire orchestra refused to play unless arrears in salaries were paid immediately. Mapleson could not meet the demand and the orchestra left the theater. An attempt to perform with a piano failed when lead singers refused to sing, and the audience was dismissed.
New York December 8 The February 1 1896 pact by presidents of the anthracite coal mining and carrying firms is set to expire on January 1 1897 though it allowed a 30 day withdrawal notice. No withdrawal notice has been filed and none will be. The industry had expected a banner year as the companies kept faith with each other for the first time.
Bonaire Ohio Dec. 3 T L Lewis secretary of the Ohio Miners union says word from Columbus confirms a general strike is being prepared to restore wages cut weeks ago. The action will start with Pennsylvania miners and be followed by a sympathetic strike by Ohio miners in a few days.

River at Chippewa Falls rises rapidly to 28 feet above low water as flood waters flood Spring and lower Bridge streets. Businesses move to higher ground while depots flood and power is cut. City endures darkness and fear of full inundation as water climbs toward the city hall.
At Durand Wisconsin by 4 p m the Chippewa river has fallen five inches since morning. The ice jam at Round Hill is firm and the river remains closed with no new danger unless the gorge breaks. No lives or missing persons reported, but stock and property losses are heavy. The Valley division of the Milwaukee road is badly washed out between Durand and Wabasha.
Residents of Eau Claire, Wisconsin report increased security with no notable changes in the ice gorge as rising waters threaten earlier fears. If mild weather returns or pre Thanksgiving conditions recur, river men and lumbermen warn that disaster could follow.
Trempealeau Wis Dec 3 Over one million feet of logs are jammed in an ice gorge between Trempealeau and La Crosse after floods from the Chippewa and Eau Claire rivers. The Mississippi River at this location has risen seven feet in the last forty eight hours.
Lanadon North Dakota reports details from the Thursday blizzard. A woman's body found 15 miles west of Lanedon. A man and wife died in a house fire. Several men are missing. A farmer reached his barn Friday by digging through the roof to free horses nearly starved. No trains have run for five days.
In Guanabaco near Nearavana a small band of armed insurgents attacked a house and set it on fire. The defenders repulsed the attack, one man killed and another wounded who later died of his injuries.
President may submit Consul General Lee's Cuba report to Congress. It outlines a dire situation for non-combatants, including food shortages and detentions without trial, with reports of cruelties by both sides but more attributed to Spanish forces. The finding suggests a pro-Spanish message is unlikely.

In Milwaukee on December 3 the Wisconsin Anti Convict Labor association formed by representatives from 25 chair manufacturing firms and other interested lines. Letters from other businesses favored abolishing convict labor. Resolutions condemned the ruinous effect of convict labor competing with free labor in penal institutions.
