Tokyo reports General Stoessel replies to the imperial surrender demand with thanks for humane treatment but rejects surrender and vows to defend the fortress. Russian garrison resists while Japanese bombardment tightens on Port Arthur as docks and hospitals suffer fire.
News from Chefoo reports the Japanese advances tighten the siege around Port Arthur with the right wing reaching near Pigeon Bay and the center moving forward from Palingching south of Shushigen. The Decima witnessed bombardment from Pigeon Bay as five Japanese warships guarded the harbor.
London reports from the Tokio Times correspondent that the Wolf hills near Port Arthur were captured after arduous fighting. The assault began July 26 with an initial Japanese advance on July 27, driven back by Russian reserves, then renewed from three directions. By July 28 the position fell, Russians abandoning two Maxim guns and a Nordenfeldt, and by July 30 the outer works were in Japanese hands as siege guns were mounted.
United States and Great Britain formally challenge foodstuffs as contraband of war but allow exceptions when goods are proven for belligerent armies. The US protest, via Ambassador McCormick, covers flour on the Arabia and coal and naptha policies. Britain presses the issue on neutral vessel sinking, through Ambassador Hardinge, aligning with the king's speech.
A Central News dispatch from Vladivostok dated August 17 reports the cruisers Russia and Oromoboi of the Vladivostok squadron have returned to port after a voyage.
Four people are killed and twenty three injured when an express train on the Chicago Great Western railroad collides with a trolley train bound for Hawthorne Trace at Forty eighth avenue. Motorman Michael Ryan dies. Mrs Frances Rautman and Mrs Jeremiah Shuckrow among the dead. The crossing accident prompts arrests of the train crew and trolley conductors.
Federal agent T. A. Carroll visited Chicago to meet with strike leaders including President Donnelly and Homer D. Call of the International Butchers' Union. They discussed the ongoing labor dispute in a lengthy conference.
Report from Liaoyang dates Aug 18 describes a broad Japanese flanking advance along the east of the railway from Dalin pass to Diedinshan in the Taitse river area. Observers say the aim is to eject Russians without battle and seize winter quarters, with a large force needed after Port Arthur siege. Chinese bandits increase raids and sabotage near-haunted lines as Japanese shift north with Korea as a possible retreat base.
A dispatch from St Petersburg to Central News says the Russian cruiser Novik of the Port Arthur squadron was sighted off Cape Alsonmosaki on the southeast coast of Japan by the American steamer Overton. The cruiser appeared to head toward Vladivostok.
In Louisville on August 18 during the Knights of Pythias biennial encampment social events dominated. A planned review of the uniform rank by General Carnahan was canceled due to poor horse quality from contractors. The supreme lodge met briefly as new business and grievances were called. Rathbone sisters and Pythian sisterhood discussed amalgamating the two orders while prize drills continued.
A Chicago, Rock Island and Pacific passenger train bound for Chicago derailed near Altmont Missouri after leaving Kansas City at 6 30 p m. Two days coaches plunged down an embankment while the rest stayed on track. Twelve people were injured and two were fatally hurt.
St. Petersburg reports Japan has issued an ultimatum to China over the cruiser Askold and destroyer Grozovoi at Shanghai. Russia, already agreeing to disarm the ships, sees the move as political pressure to force Peking to resist Russia and affirm Japan as the dominant power in the Far East. If China aligns with Japan, U S and other powers worry about jeopardizing neutral China and wider conflict.
Shanghai reports indicate Japan will push for the disarmament or departure of the Russian cruiser Askold and torpedo destroyer Grozovoi from Shanghai. The Morning Post notes eighteen foreign warships afloat there, with eight American vessels, and warns that a clash could require U S naval crews to intervene to maintain peace.
Rosemount New York August 18 Nearly every delegation arriving from the West urges Judge Parker to campaign widely visiting doubtful states. G W Menzies and John Spencer of Indiana discuss a Western trip and Parker promises serious consideration after nomination. Edward M Shepard of New York also urges a speaking tour.
Bemidji Minnesota August 18. The body of Miss Argot Dahl who with her father vanished from a Quiring area claim in April was found Wednesday by neighbor Tom Dooher. The badly decomposed remains were in a brush heap four and a half miles from the claim indicating disappearance occurred about five months earlier. Suspects Paul Fournier and Eugene Caldwell are under arrest and facing a possible adjourned preliminary examination.
In Boston the Grand Army of the Republic began its annual encampment with delegates renewing associations and reviewing affairs. The Cumberland launching visit to Charlestown Navy Yard and touring historic sites drew crowds while Roosevelt sent a letter declining attendance. John C. Black gave the commander in chief address as routine reports circulated. Mrs. Fanny E. Minot of Manchester was elected national president of the Woman's Relief Corps on the first ballot.
In Newcastle Pennsylvania Aug 18 a fugitive killed Officer Frank Skidmore and wounded Officer John Atkinson during an arrest in Croton. The fugitive Rosewell Aite fled as deputies were sworn in, bloodhounds were sought and Troop F was ordered out.
Henry G. Davis was officially notified and accepted the Democratic nomination for vice president. The White Sulphur Springs ceremony at Greenbriar hotel featured simple open air rites, with Davis reading his acceptance and speaking briefly to thousands gathered under the trees. Representative John Sharp Williams delivered the notification, and an invocation followed by a speech marked the event.
Minister Bowen submits a detailed account of the dispute between the Venezuelan government and the New York and Bermudez company over asphalt mines. The government says the company forfeited its contract to exploit non asphalt products. the company contests its concession date. A court decision is not expected before September 15.
Judge J Q Farmer of Spring Valley Minn died suddenly aboard a westbound Northern Pacific train near Billings Montana as he traveled with his wife to the National Park. He was eighty one years old.
News from Brussels says a rebellion has broken out in the Mongall river district of the Congo Free State and troops are being dispatched to quell the disturbance.
