The French steamer Emir sank five miles east of Tarifa in heavy fog after colliding with the British steamer Silverton from New Port. Ninety-three people perished, including sixty nine passengers and twenty four crew. The Silverton returned to port with damage to its bow and water in the forepeak. twelve crew and fifteen passengers were saved. All passengers aboard the Emir were French.
A fierce electrical storm with near hurricane winds swept Iowa on August 10 causing extensive damage. Hundreds of trees were uprooted and small buildings were demolished across Waterloo Cedar Rapids Marshalltown Muscatine Oskaloosa and Keokuk. Rain exceeded one inch and a quarter.
Rev. George Forest pastor of the Parkersburg Baptist church drowned while bathing in the Iowa River at Iowa Falls. He was 27, unmarried, and stepped into water deeper than he could manage before help arrived.

The Disaster era figures show the worst month since 1901 with declines across corn, wheat, and hay states from New York to the Rocky Mountains, while the South largely fared better except Virginia and North Carolina. Pacific Northwest remains strong though July hot spells hit briefly.
Hanna s Taylor argues in a Washington newspaper that ratification of the general arbitration treaties with Great Britain and France would force the United States to abandon the Monroe doctrine. He contends all efforts to preserve the doctrine would be subject to European arbitration, implying unfriendly views toward the doctrine.

Des Moines reports formal transfer of the St. Paul and Des Moines railroad to the St. Paul and Kansas City Railway, a Rock Island subsidiary, approved by the St. Paul and Des Moines shareholders in Carroll Wright’s office. Robert Walker of New York, Rock Island executive committee chair, attended. VP Fred C. MacMillan attended as representative of the dissolving corporation.
Arch bishop Falconio reports a cable from Cardinal Merry del Val that Pope Pius has named Right Rev John James Keane to lead the archdiocese of Dubuque Iowa and Right Rev Joseph Schrembs to head the new diocese at Toledo Ohio.
President Taft received a cablegram from the emperor of Japan thanking him for the cordial welcome given to Admiral Togo. The message expresses deep appreciation and cordial thanks for the splendid reception and friendly sentiments.
Jameson Lee Finney, the American actor, perished in a Carlton hotel fire in London. His body was found in a fifth floor bathroom. the fire damaged the annex and roof, with two hours of burning. Many American guests escaped, some rescued by firemen. Finney was reportedly asphyxiated.
Classis Grand Rapids West representing seventeen churches and 80 000 members unanimously adopted the committee report urging members to resign from labor unions. It holds the oath is incompatible with church principles and unions lack brotherhood and religion. Marinette Wisconsin Aug 10 Marshal Emmett Butts of Amberg intervened to stop a mother Mrs John Mattison from drowning her three children aged two and under at Quarry pond. The woman, described as mentally unbalanced, had begun undressing and preparing to throw the children into the water before authorities intervened.

Liberal candidate J H Ashdown claims the Canada United States reciprocity treaty will yield millions yearly, while Interior Minister Frank Oliver argues broad free trade with the United States is vital for Manitoba and national prosperity. Oliver cites Britain and Europe as examples of diverse trade partners and urges loyalty to Canada through expanded markets.
Winnipeg August 10 Hon Frank Oliver minister of the interior said he would allow parliament or a parliamentary committee to investigate any act of his if found not in the public interest and would resign if needed. He noted New York and Chicago papers alleged payments from the Guggenheims for Yukon concessions and asked for an inquiry during session but election prevented action.

Sir William Mackenzie president of the Canadian Northern railroad said reciprocity is a doubtful issue. He noted reciprocity is being fought to a finish in Canada and the outcome is problematical with annexation tied to the treaty proposal making defeat highly probable.
