Report suggests Spanish and American forces are advancing on parallel fronts in Porto Rico with close proximity. Communications indicate both sides hold positions near key coastal towns as operations intensify this week.
The dispatch notes Colonel Roosevelt urging more regulars including Rough Riders to Porto Rico, while Secretary Alger replies that no group is superior to others and warns against invidious comparisons. Instructions required collectors to charge buyers the tax in addition to the regular fee rather than affixing stamps. Despite guidance, circles show stamps on orders from postmasters buyers or payees, causing double payment. No stamps are to be attached to postal money orders.
Navy reports from July 18 recount heavy damage to Spanish forces near Manzanillo. Ten vessels were burned sunk or destroyed including gun vessels Manuel Espanta Delgade Perado Jose Garcia and Cuba Espanola plus transport Gloria and Parrissima Concepcione. American ships Wilmington Helena Scorpion Hist Hornet Wampatuck and Osceola led the attack.
San Francisco August 5 G E Sevey president of the American Steam Navigation Company arrives on the Doric and warns of a pending Chinese revolution. He fears violent outbreaks among northern and central provinces and predicts heavy loss of life and property destruction with missionaries in peril.
Troops expect no advance until more transports arrive as Spaniards entrench 35 miles from Ponce at Aibonito. About 2000 to 3000 Spanish defenders believed dug in with no fighting expected for several days.
General Wood names Major William J Barbour health and city commissioner to oversee 18 districts with noncommissioned officers directing street cleaning. Four thousand men to work immediately. Hospital ship Olivette arrives from Tampa and Berlin from New Orleans.
The steamer San Juan under Lieutenant Noble sails from SanTiaGO de Cuba to Manzanillo with wives and children of Spanish officers who arrived from Manzanillo to reinforce General Linares. They will be returned to Spain with their husbands and fathers.
A cable report from Ponce Puerto Rico states that Col Woodward Lt Col Chaffin Major Taylor Chaplain Dousseault and Captain Goodell of Company I have resigned their commissions. Major Darling assumes command as General Miles orders a full investigation and a court martial may follow for resigning in face of the enemy.
Washington officials anticipate a possible reply from Spain through the French ambassador regarding the president’s peace terms. The cabinet’s previous terms have not changed, and administration officials expect acceptance but fear internal opposition may prompt a counter proposal via M. Cambon.
Admiral Cervera traveled via Baltimore en route to Fort Monroe to visit Spanish officers under medical care. He had special permission from the navy department for the stop and to meet the officers at Fort Monroe, Norfolk, and Newport News.

Official report from San Juan de Porto Rico says Colonel de San Martin who commanded the Ponce garrison was court martialed and shot for abandoning the place without resistance. Lieutenant Colonel Pais the second in command took his own life.
Beruiux August 5 The funeral ceremony for Prince Bismarck appeared brilliant in court display but deficient in genuine national mourning. The church lacked decoration the public showed little enthusiasm and the procession disappointed with no Bismarck family attendance. The old chancellor had been unpopular with the masses and bitterness toward the young Kaiser lingered beyond death.
Victoria reports the steamer Manuel from St Michaels Alaska bringing 260 passengers and between 150000 and 200000 dollars in gold dust. Of the passengers only 84 were winter miners. the rest had gone there in spring and chosen not to stay. Passengers say hundreds of men arrive daily in Dawson seeking passage to the United States.
A benefit at the Metropolitan Opera House for the New York Soldiers and Sailors Protective association became a reception for Lieutenant Hobson Minister Woodford and Captain Philip of the Texas. Hobson delivered a speech as part of the event. Nine Regiments Depart Camp Alger for Manassas Rendezvous. Washington Aug. 6 nine regiments left Camp Alger for Manassas with some already arriving others to depart by Tuesday next.
Sepaia Mo August 5 The board of directors of the Bank of Commerce issued a public statement denying reports of a larger loss and detailing that robbers who entered the vault last Monday took 10,000 in currency. The bank, capitalized at 100000, will be made whole by stockholders if recovery fails.
