Third Veteran Jailed for Debt in Vermont Case
On May 20 a third World War II veteran was found to be a poor debtor under a 141 year old Vermont statute that could keep him jailed for life. Frederick L. Lapan, 34, of Marshfield Vermont, a Northampton Mass native, supports his wife and three children with public funds as Col. Alexander J. Smith leads the case.

Three ex servicemen held in Montpelier jail over civil judgments
The Vermont Veterans Board secretary said Lapan has been in Montpelier jail for three weeks for failing to pay a $400 judgment. Also jailed are Ralph Fugatt, 29, of Springfield Massachusetts, and Bernard Smith, 23, of Fair Haven Virginia, all held on civil judgments from three auto accidents with no criminal charges filed. Fugatt viewed his seven week old son Mark, born to wife Katharine, 22, who visited.
