Weather forecast for Austin predicts freezing conditions with a low near 24 degrees Tuesday and a high of 30. Light snow is possible along with freezing rain and glaze, with sub freezing temps continuing through Tuesday night. Northerly winds began Sunday noon, with a gradual warm up not expected before Wednesday.
Police and highway crews urged motorists to stay off highways as freezing rain and ice hit a wide stretch from Abilene to Austin. Major W. J. Elliott warned travel should be limited to emergencies, with snow, freezing rain and sleet reported north and west of San Angelo and on U. S. Highway 80 to El Paso.
Mrs John E Hayes of Twin Falls Idaho was nominated Monday for the presidency of the National Congress of Parents and Teachers. Election of officers will be held at the 1949 convention in St Louis May 16 18.
San Juan Puerto Rico January 17 A naval spokesman said General George C Marshall was continuing to rest in his quarters at the San Geronimo Naval Base due to illness.
Ice and sleet on Central Texas roads Monday night caused four accidents on US 81. One fatality was Mrs. Marion Howell 23 of Hood Village who died in an ambulance after a 5 15 p m wreck two miles north of Jarrell. Kenneth Howell survived with shock and minor injuries while Mrs Eunice Warner and Mrs Homer Warner were hospitalized with serious injuries. An Air Force base Bergstrom vehicle, a TB unit truck and other cars were involved as drivers and passengers sustained varying injuries.
Maxine Ragsdale, 15, died at Brackenridge Hospital after a gunfight on a lonely lane west of Austin. Charles B. Richardson, 19, was killed instantly with a .22 caliber bullet. Autopsy and ballistic tests were ordered. verdict pending completion of ballistic study. Funeral services planned for Richardson. Ragsdale funeral incomplete.
Secretary of the Army Kenneth C. Royall will depart Washington January 28 on an official economic and financial survey of Japan. The party includes Detroit banker Joseph Dodge and will travel aboard a special Air Force Constellation plane.
Charles M. Ogle of Austin was named acting manager by the Texas Motor Transportation Association board on Monday. He replaces Lynn B. Shaw who resigned.
Four Austinites undergo Semple treatment after a rabid cat bite. The cat tested positive at the State Health Department, a rare rabid feline. A white Spitz owned by L E Fields also tested rabid after biting a child while tied. The Fields child will start Semple treatment. authorities report no other injuries.
Congress granted President Truman a 25,000 annual pay raise from 75,000 to 100,000 and boosted his tax-free expense allowance by 50,000. Vice President-elect Barkley and Speaker Rayburn also rose from 20,000 to 30,000 with 10,000 extra for expenses. The measure passed the House by voice vote and earned Senate approval 68 to 9.
Pardons and Paroles Board Chairman Abner Lewis will leave office when his term ends January 31. He informed Presiding Judge F L Hawkins of the Court of Criminal Appeals that he does not want to be reappointed to the board.
American poet Edgar Guest arrives in Austin for a three day visit centered on the Chamber of Commerce annual meeting. He will address a 6 000 plus audience at Gregory Gym Wednesday night and participate in ceremonies and receptions with Governor Jester.
Cuero Senator John Bell plans to push a veterans land bill using 25 million self liquidating bonds at 3 percent to fund an eight year program. It would sell land to veterans with 10 percent down and up to 40 years to pay at 4 percent.
The rural roads plan advances as sponsors seek at least 80 signatures to back a Senate measure for 40 million dollars in highway aid over two years. Representative Paul S. Wilson of San Augustine reports 65 pledges with wide support from Central Texas and expects to reach the threshold before bills are introduced, with backing from Senators Neveille Colson and G. C. Morris.
Governor Jester appointed Beverly Ann Nash of Austin as Texas representative and Grand Duchess of Texas for Galveston's Mardi Gras from February 25 to March 1. Nash, a UT graduate and former duchess at San Antonio’s Battle of Flowers, has represented Texas in events in Birmingham and other venues.
The 51st Legislature opens with proposals on liquor reform, labor closed shops, basic science licensing standards, state sale of prison products, and large road and medical college appropriations. Senate plans include a $40 million rural roads bill and a $50 million bond limit for the Lower Colorado River Authority, while Beauford Jester is noted as governor with Allan Shivers as lieutenant governor.

The Texas Board of Education will recommend a second state medical school for San Antonio to the Governor and Legislature. The San Antonio Medical Foundation urged the move citing physician shortages and the need for more training capacity. They seek a $1,000,000 appropriation and a Congress grant, plus site rights for a downtown arsenal building.
A joint session of the Texas Legislature announced in a solemn canvass that Governor Beauford H. Jester and Lieutenant Governor Allan Shivers had been re elected. Jester led with 1 024 160 votes to Alfred Lane 177 399 while Shivers had 1 050 163 to Taylor Cole 143 887. Speaker Durwood Manford proclaimed them duly elected.
Sub freezing temperatures force indoor ceremonies for Governor Jester and Lt. Governor Shivers. The parade is cancelled while the oath will occur at noon in the House chamber with Judge Davidson and Chief Justice Hickman presiding. An evening reception and inaugural balls proceed as planned at the Capitol rotunda and related venues.
