Soviet press reports from Warsaw say P. K. Ponomarenko, 46, a former premier and White Rus partisan fighter, has been named one of five secretaries of the All-Union Communist Party Central Committee. He is serving in Poland as USSR Communist Party representative at a congress merging Poland's Socialist and Communist Parties. Prime Minister Stalin is secretary general.
