UN approves arms census despite Soviet opposition
United Nations Assembly narrowly backs a worldwide census of conventional armaments from pistols to warships. The Soviet bloc opposes data on atomic bombs and refuses to participate, while Egypt sides with Moscow on including nuclear weapons. The vote highlights Western fears of Soviet rearmament and a push for arms limitation. John D. Hickerson accuses the USSR of threatening Western Europe.

Ruling on School Age Limit By American Capitol Staff
Attorney General Price Daniel ruled that a child who turns 16 during a term and has not finished ninth grade must attend school for at least 120 days. The 1935 law broadened the compulsory age to seven through 16, exempting those 16 before a term from attendance. The opinion also says counties may contract for library privileges but cannot donate public funds to an incorporated public free library.
