The Treasury offered 4 1 4 year notes at 1 3 8 per cent in exchange for nearly 4.9 billion in bonds due December 15 and 1 year 1 per cent certificates in exchange for about 5.7 million due January 1. Treasury Secretary Snyder announced the move to refinance over 10 billion in near maturing securities as the government runs a deficit and lacks a surplus to trim debt. Holders may take replacements or cash, with cash coming from a Treasury balance above 4.5 billion. This marks the first notes offering since September 15, 1948, and the rate matches last year’s 1 per cent issue though last year’s notes were three years shorter.
