Biennial Budget Planning Faces State Departments
State departments face the biennial budget task for 1945 1947 with estimates due by year end. Governors and comptrollers review and trim requests before presenting to the legislature. The postwar period and projected revenue changes add to the challenge for higher education prisons and mental health needs.
Budget questions loom over old age pensions in Iowa
In a State Capitol letter the old age pension program faces a potential rise in beneficiaries as wartime youth return to work. With current rolls near 60,000 and average checks around 30 dollars, officials debate how much funding to request for the two years ending June 20, 1947, and whether peacetime peaks will be exceeded. The piece notes possible use of a blank legislative check and interim committee funding to cover deficits ahead. It also references Gov. Dewey’s national campaign, his appeal to Iowa voters, and expectations of a 200,000 vote margin for his nomination victory.
