Negros in Distress Reported by U S Consul Sparks
Washington July 26 reports say American Negro colonists near Linaulilo Mexico suffer destitution and disease after misleading emigration promises. Consul Sparks says they scatter along rail lines with little food or shelter as railroads offer rates to return them home. The State Department admits no funds to transport them and seeks private aid.

Firing on the Lane by a Spanish Gunboat in Cuban Waters
Captain Quick of the American schooner Carrie E. Bane recounted a Cuban waters incident near Port Antonio where a Spanish gunboat fired twice at the Lane. A boarding party of four Spanish marines came aboard, demanded origin and destination, then allowed the Lane to proceed after a brief check. No colors were raised until after the first shot, and the U S vessel prepared for possible further action. The government reported no official details yet.

Penderites Conspired Against Government at Captain Beck Camp
War rants served on W. E. Problas and John F. Myers for conspiring to oppose the U.S. government by force. Alleged plan involved buying arms to arm settlers for an armed invasion of Captain Beck’s agency. Deputy Marshal Boehme arrested the men after a march by a Pender delegation, while Beck asserted he would enforce the law.
