New War Policy Recruits Men Through Employment Service
Effective July 1 all male labor must go through the United States Employment Service for Iowa war plants. Employers may reject referrals, and workers may choose from openings in essential industries in home area, Iowa, or another state. If all offers are refused, a fallback to less essential work is possible but expected to be rare. The aim is to channel workers into war jobs while matching skill and pay.
