Carl Bey Millikin, at age 20, is record holder for Colorado Secretary of State. A Leland Stanford alum, he worked as a reporter, visited Nicaragua for a mines concern, then joined WWI service. He served in 405th Infantry, 86th division, saw St Mihiel and Argonne. Later joined Rocky Mountain News staff and was elected Colorado secretary of state in 1920. Born in Denver.
