Glenn C. Haynes of the Iowa Good Roads association told meetings in the First Congressional district that $86,000,000 in bonds could improve primary and secondary roads without raising taxes. He said bond principal and interest would be drawn from the primary road fund, repealing the 12% levy on abutting property and refunding levies already paid. Citizens in twelve counties would see tax refunds while road improvements reduce long term upkeep costs for car owners.
